A self-assessment audit to help analyse, estimate and plan the supply and demand of your organisations human resources
 
The purpose of this audit is to assist Human Resource (HR) and line managers in understanding what Human Resource Planning (HRP) is, why it is used and how to go about conducting an HRP audit in their own oraganizations.
 
To some managers, the answer to the answer to the why question is self-evident. They see the benefits of HRP not only in terms of problem-solving but also in terms of the organisational and process advantages it has. The chapter Why Do Organisations use Human Resource Planning? sets out some of the reason organisations use to explain their interest in HRP. However, others are not so sure. They tend to agree with the views of French manager, who, after the 1973 oil crisis, Said : ” Those that say they make plans and that these works are liars. The term planning is imbecilic; everything can change tomorrow, [Mintzberg, 1994]. Of course, the engineer is right in one sense: we do live in a turbulent world. It is one of the difficulties of planning that you must make sense of complexity and deal with uncertainty. Yet, whilst this might explain a failure to consider the future, it does not justify it. And what are the alternatives? Doing nothing to anticipate the future is just as much a decision as is taking action. Hiding your head in the sand and hoping the future will go away is an abdication of managerial responsibility. Surely it is better to try influence events as best you can?   
 
The key is understanding the assumptions upon which business (and resourcing) decision are taken, so that, if event do turn out differently from what you expected, you can make appropriate adjustments. This is the cornerstone of HRP : to understand the present in order to confront the future. It is an aspect of business planning, but one that concentrates on Human, rather tahn on financial or other resoureces. As with other planning activities, it has had a bad name in the recent past. There were three broad reasons for this.
